Ms. April Miller

Director, Rapid Capabilities Office Director, Mission Engineering and Analytics
NIWC Atlantic

Profile

Miller serves as the Naval Information Warfare Center (NIWC) Atlantic Senior Scientific Technical Manger (SSTM) for Mission Engineering and Analytics and Director of the NIWC Atlantic’s Rapid Capabilities Office. She is responsible for the technical execution of efforts to analyze, design, and integrate current and emerging operational needs and capabilities to achieve desired mission outcomes at pace and scale. She oversees the accelerated delivery of operationally relevant, information warfare capabilities and the development of strategy to improve mission engineering effectiveness and the growth of mission engineering and analytics culture and literacy throughout the organization.

Miller most recently served as the Modeling Lead and Naval Information Warfare Systems Command (NAVWAR) Technical Lead for the Fleet Kill Chain program. While in these roles, she spearheaded adoption of digital engineering practices and led the development and application of new technical approaches and modeling techniques across classifications to better manage extreme complexity, identify capability dependencies, assess multiple and integrated kill chains in a significantly shorter timeframe, and deliver higher fidelity gap assessments and solutions recommendations.

Miller served as the NIWC Atlantic Model Based Systems Engineering Community of Interest Chair; the NIWC Atlantic Technical Lead for Mission Level Assessment and Evaluation in support of fleet experimentation; and the NIWC Atlantic Technical Lead for several mission engineering and digital engineering science and technology efforts to improve mission engineering efficiency and effectiveness and more holistically capture the effect of intricate dependencies among mission domains using digital tools in an integrated fashion
.
A native of Charleston, S.C., Miller earned a Master of Science and a Bachelor of Science in industrial engineering from Clemson University and an undergraduate certificate in Six Sigma from Clemson University. She holds several engineering and modeling certifications, including Defense Acquisition Workforce Improvement Act Level II in Engineering. Her awards include Fiscal Year 2022 (FY22) NAVWARRIOR of the Year for NIWC Atlantic, FY22 Quarter 4 NAVWARRIOR of the Quarter for NAVWAR and NIWC Atlantic, and several on-the-spot awards for her remarkable display of engineering and leadership excellence in driving NIWC Atlantic’s digital transformation vision and in executing complex, integrated projects focused on critical mission areas and operational imperatives facing the Navy.
