Expands Diversity and Social Equity Offerings
On Thursday, August 22, Sean Carroll, Founder of the Albany based A Posteriori, LLC procurement as a service firm announced the strategic partnership with BCB Matthews, LLC to collaborate on engaged contracting support for diverse businesses.
Small and Diverse businesses face unique challenges and are confronted with unique barriers when doing business with the government. These challenges range from funding access and arduous previous experience requirements to burdensome payment terms and other conditions that cost small businesses money and opportunities.

BCB Matthews, LLC
Brian Matthews is the founder of BCB Matthews, LLC and joined Brown & Weinraub after 30 years of varied experiences in New York State government with the Office of General Services (OGS), the New York State Comptroller’s Office, and the Division of Budget. Most recently, Brian served as the Chief Financial Officer of the Office of General Services, where he headed a diverse portfolio of programs, including financials, procurement, contract management, business diversity opportunities (MWBE and SDVOB), insurance management, statewide energy resource purchasing, and enterprise fleet management. Concurrently he provided information technology project portfolio oversight, headed strategic risk management, and oversaw internal controls.
Before his service as Chief Financial Officer at OGS, Brian was the Director of the Bureau of Financial Administration for the Office of the New York State Comptroller. In this role, he managed enterprise procurements, the development of the Comptroller’s Office budget, and oversaw the minority and women-owned business contracting program.

The principals of A Posteriori have experience designing and implementing procurement processes at utilities, K-12, higher education, Counties, Towns, Villages, law enforcement, emergency management, and statewide political subdivisions in commodities, services technology, and construction contracting spaces.
Founder Sean Carroll served as the chief procurement officer for the state of New York from 2016-2023 and various counties, cities, and school districts in NYS state since 2005. He has served under 4 governors and managed more than 3,000 contracts with annual spending exceeding $50 Billion for state agencies, state campuses, and local governments. He has expertise in end-to-end procurement, cyber policy, terms and conditions, legislation, rulemaking, and policy for public work, commodities, services, and technology, including DEI, social equity, sustainability, and fair labor practices.
A Posteriori, LLC brings expertise in social equity program management, sustainability, and resiliency efforts, piggybacking, cooperative purchasing, omnibus and specific legislative activity related to procurement, agile and waterfall methodologies, as well as design-bid-build, design-build, and public-private partnership methodologies. This includes regulation and rule-making processes at local and state government levels. In the private sector, the principals have also been involved with national telecom advocacy, small business strategic planning, vendor preparedness to respond to solicitations, and local, regional, and statewide campaigns for issues and individuals.
