  Washington, D.C., Envision Strategy, LLC is pleased to announce a partnership with A Posteriori LLC founder Sean Caroll who served as the Chief Procurement Officer for the State of New York for the past seven years, and various counties, cities, and school districts across New York since 2005. Mr. Carroll has served as a Chief Procurement Officer during “once in a generation” events such as Covid-19, Hurricanes Irene and Sandy, and winter storms Elliott and Snowvember, and currently serves and the National Chair of the NIGP-CPP certification CommissionMr. Carroll’s experience in procurement, not only in New York but nationally, will bring an unparalleled level of knowledge and access to the procurement process to our clients.

  Expands Diversity and Social Equity Offerings

  On Thursday, August 22, Sean Carroll, Founder of the Albany based A Posteriori, LLC procurement as a service firm announced the strategic partnership with BCB Matthews, LLC to collaborate on engaged contracting support for diverse businesses.

  Small and Diverse businesses face unique challenges and are confronted with unique barriers when doing business with the government. These challenges range from funding access and arduous previous experience requirements to burdensome payment terms and other conditions that cost small businesses money and opportunities.

  BCB Matthews, LLC

  Brian Matthews is the founder of BCB Matthews, LLC and joined Brown & Weinraub after 30 years of varied experiences in New York State government with the Office of General Services (OGS), the New York State Comptroller’s Office, and the Division of Budget. Most recently, Brian served as the Chief Financial Officer of the Office of General Services, where he headed a diverse portfolio of programs, including financials, procurement, contract management, business diversity opportunities (MWBE and SDVOB), insurance management, statewide energy resource purchasing, and enterprise fleet management. Concurrently he provided information technology project portfolio oversight, headed strategic risk management, and oversaw internal controls.

   

  Before his service as Chief Financial Officer at OGS, Brian was the Director of the Bureau of Financial Administration for the Office of the New York State Comptroller. In this role, he managed enterprise procurements, the development of the Comptroller’s Office budget, and oversaw the minority and women-owned business contracting program.

  A Posteriori, LLC celebrates 1 year anniversary
  Albany Firm makes Public Procurement a national strategic priority
   

  On August 25, 2024, the Albany-based A Posteriori, LLC procurement as a Service firm celebrated its first year in business.

   

  Since opening their doors in August of 2023, A Posteriori, LLC has partnered with more than a dozen private and public sector clients and is positioned to double the number of clients as year two begins.

   

  For their private clients, A Posteriori, LLC has helped secure more than 10 million dollars in government contracts. In addition, it has helped companies focus on their public sector sales strategy and generated the tools to navigate a complicated and often opaque process.

   

  Cathy Calhoun, a longtime expert on the inner workings of the New York Government and the current EVP government/Client Affairs and Public Sector title for Prutech Solutions Inc., said, “We contracted A Posteriori to support our RFP interviews and presentations. They identified opportunities for us to maximize our connection with government clients and align with the client’s mission."

   

  For government clients, A Posteriori, LLC and its team of procurement, educational design, and support experts have represented clients in 6 states by redesigning procurement policies and procedures, augmenting staff where there are gaps, and assessing and mapping organizations to prepare them for modernization.
