Almost every dollar spent by the National Guard needs to follow a policy so that reimbursement – whether by FEMA / USPFO / NGB – has less hassle and withstands audits. Data calls including UFRs (Unfunded Facility Requests) or PEDRs (Program Encumbrance Drawdown Report) or even simple questions like how much money was spent at a facility or how much is left in the budget at end of the year, takes too long and is error prone.
NGIS aims to address the above, and more.
The highly visible emergency operations – eg hurricane, wildfire, or civil disturbance – activate the state National Guard. But, behind that is significant effort and NGIS supports that - the entire asset management (radios, vehicles, chain saws), the processes (issuing orders, establishing assembly points, assigning tasks and work), logistics (hotels, restaurants), and of course safety measures. All this needs to be done in a way that the command center has complete visibility of the number of service members deployed, expense stays within the state provided budget, and yet is tracked in a way that is FEMA reimbursable. NGIS’s module for Emergency Management does this and more, including giving Service Members a mobile application to track their tasks and pay.
Then there is the regular Facility Management – with requests for fixes, improvements, and new construction. There is almost never enough budget to do all that is needed and Program Managers must constantly juggle these requests within the program budget while adhering to the classification of funds issued. Not a mean feat, while keeping facilities safe, operationally ready, and effective. NGIS’s ARMS modules enables this and more, including warehouse and inventory management for quick in-house fixes.
National Guard is an organization with procurement and expenditure rules mandated by State, NGB, FEMA, and subject to the different auditor’s interpretation of the policies. This makes the CFO’s task extremely complicated. With changing policies, the need to move funds or manage lines of credit, or track past un-reimbursed transactions, or employee classifications for appropriate reimbursements, the challenges seem never ending. NGIS supports those and more.
